## Summary

The University of Edinburgh has awarded a contract for the upgrade of a Verio MRI scanner at the Clinical Research Imaging Centre. This procurement falls under the education category and is located in Edinburgh, Scotland. The procurement stage is complete, with the contract awarded following a limited method without prior publication due to technical reasons, as only Siemens Healthcare is capable of providing the necessary upgrades. The contract was signed on 5th April 2018, with an estimated value of £590,200 for the initial upgrade, with options for further enhancements in subsequent years.

This tender presents significant opportunities for businesses specialising in medical imaging equipment and service upgrades, particularly those with expertise in MRI technology. Suppliers with capabilities in providing specialised maintenance and software enhancements, as well as those who can offer innovative solutions to maintain operational continuity during upgrades, would be well-suited to compete for future contracts. The focus on retaining technical capabilities while ensuring minimal disruption to ongoing research makes this a lucrative area for growth in the healthcare equipment sector.

## Notice

To ensure scientific and technical program for several long-term research programs, it is vital that we retain MRI scanner with several imaging tools that are only provided by Siemens Healthcare. To retain a scanner that has a cutting edge for clinical research, software/hardware needs to be improved to meet current requirements. Replacing the entire system would also result in 12+ weeks of scanner downtime, a substantial disruption to our clinical and scientific programs. Therefore, upgrading the current scanner is not only massively cost effective, it will prevent significant downtime for the centre, and ensure continuity of our research program. Therefore from a technical perspective, the only supplier able to facilitate our requirements for an upgrade whilst maintaining our current technical ability is Siemens Healthcare.

### Lot Information

Lot 1

Under Regulation Reg 33(1)(b)(ii) of the Public Contracts (Scotland) Regulations 2015, a contracting authority may use the negotiated procedure without the prior publication in the case of a public contract, based on the following justification: Competition is absent for technical reasons (only if it is not caused by artificial narrowing down of the parameters of the procurement and no reasonable alternative or substitute exists)

Options: Value of the initial upgrade and turnkey is 590,200.00 GBP. Year's 2-5 warranty will be paid annually up front. A coil may also be purchased as part of the project. This would add an additional 400,514.00 GBP to the total price.
