The project entails capital investment in exchange for Renewable Heat Incentive payments, making it an attractive prospect for contractors looking to engage in sustainable energy projects that contribute to long-term community infrastructure development. ## Notice Establishment of ESCO for the Installation, Ownership and Ongoing Management of Ground Source District Heating to Approx 50 Properties ### Lot Information Lot 1 Angus Housing Association wish to gauge potential contractor interest in establishing an ESCO (Energy Services Company) for the installation, ownership and ongoing management of a Ground Source District Heating scheme to serve approximately 50 properties located in a compact development on the Angus Coast, north of Arbroath. It is anticipated that the contractor would be responsible for the capital investment in the project in exchange for the Renewable Heat Incentive payments that would accrue over the 20 year life of the RHI, as well as tenant's energy bills over this period. Upon expiry of the RHI, Angus Housing Association would then assume ownership and responsibility for the system. A performance specification has been prepared including mechanical, electrical and civils to allow contractors at bid stage to develop potential designs further. It is anticipated that the contractual framework for the installation project will be SBCC: Design And Build Contract For Use In Scotland 2016, though Contractors will be able to suggest suitable alternatives at PQQ stage. It is the intention of the Association to have the system installed within 2018, therefore PQQ's will be scored to allow an expedited bid process to proceed. As the preparatory works and investigations have now been completed by the Association, we now hope to forward the ESPD and PQQ to interested contractors before the end of July and complete the Bid process by mid September..
