Lot 1

Culture and Sport Glasgow requires to procure heat for the purposes of providing renewable heat to the Gorbals Leisure Centre in Glasgow as part of a small district heating network in the Gorbals area of Glasgow. The project is based on utilising the latent heat contained within the water that flows in the River Clyde in Glasgow. Through the use of high efficiency, low carbon heat pumps, that heat can be amplified to a level that will be able to interface with existing buildings' heating systems and provide thermal comfort.

### Procurement Information

Culture and Sport Glasgow ("CSG") has as one of its key strategic priorities the reduction of the carbon emissions and related energy costs associated with heating buildings in Glasgow operated by CSG, including the Glasgow Club Gorbals Leisure Centre. CSG considers that this strategic priority regarding decarbonisation of heat can best be achieved through the utilisation of innovative and renewable heat pump technology. In addition, CSG requires to contribute to Glasgow City Council's strategic priority to regenerate and reintegrate the River Clyde back into the city of Glasgow, as both a resource for the city and a provider of amenity for the citizens of Glasgow. The project with Star Renewable Energy Limited ("Star"), which is being undertaken pursuant to the Scottish Government's Low Carbon Infrastructure Transition Programme demonstration fund, is based on utilising the latent heat contained within the water that flows in the River Clyde. Through the use of a high efficiency, low carbon heat pump, that heat can be amplified to a level that will be able to interface with existing buildings heating systems and provide thermal comfort. Having regard to the above key strategic priorities and its requirements regarding the supply of low cost, low carbon heat to the Glasgow Club Gorbals Leisure Centre, CSG considers that competition for such supply is absent for technical reasons and that no reasonable, commercially viable alternative or substitute supply exists that would meet CSG's requirements. The size, configuration and combination of the heat pump technology solutions offered by Star have specific characteristics and functionality which satisfies CSG's particular requirements. It is considered not to be technically possible for a supplier other than Star to provide competitively-priced heat supply in a way which meets CSG's requirements.
