## Summary

Angus Council is currently planning a procurement process for the provision of an Adaptations Service and/or a Private Sector Support Service aimed at enhancing housing and community amenities within Angus, UK. ### Lot Information

Moderate Adaptations

Moderate Adaptations - these works require greater technical expertise than minor adaptations but the role for the service provider is similar. Includes installing sliding door, over bath shower, widening of footpath, widening or creation of steps (4 or less) and blacksmith handrails. Works may require a building warrant which the contractor would have to provide. The contractor will deliver moderate adaptations in all tenures. This will include providing blacksmith handrails and all fitting materials (as per any agreed specification). The contractor will work on the basis of a SoR for each work type. The Council/AHSCP will manage the contract, oversee customer satisfaction, monitor performance and carry out quality checks. The tender will ensure the contractor has an awareness of the specific needs of the client group and working with vulnerable people. Tender may include a requirement to undertake mandatory training. Services will be delivered 52 weeks a year excluding public holidays. This may either be over a 5 or 7 day week. There will be provision for emergency and urgent response times. It is anticipated that one contractor would be appointed to carry out all the works however the lotting strategy will be reviewed based on the notes of interest for these works and consultation with various parties.

Minor Adaptations

Minor Adaptations - these are low level and low cost work which may include grab rails, banister rails, threshold alterations, fitting other rails, lever taps, step markings, raising electrical sockets, external lighting and rehanging doors. The contractor will deliver minor adaptations in all tenures. This will include providing rails, taps and all fitting materials (as per agreed specification). The contractor will work on the basis of a schedule of rates (SoR) for each work type. The Council/AHSCP will manage the contract, oversee customer satisfaction, monitor performance and carry out quality checks. The tender will ensure the contractor has an awareness of the specific needs of the client group and working with vulnerable people. Tender may include a requirement to undertake mandatory training. Services will be delivered 52 weeks a year excluding public holidays. This may either be over a 5 or 7 day week. There will be provision for emergency and urgent response times. There will be provision for emergency and urgent response times with requirement for out of hours responses if necessary. It is anticipated that one contractor would be appointed to carry out all the works however the lotting strategy will be reviewed based on the notes of interest for these works and consultation with various parties.

Major/Complex Adaptations

Major/Complex Adaptations - these involve structural work or other significant and/ or permanent changes to the house. Includes straight stair lifts/ permanent ramps, wet floor shower in existing bathroom (may require layout to be rearranged), additional wc or shower, structural work to facilitate equipment eg for ceiling track hoist, through floor lift and widening doorways. These works are likely to cause significant disruption to the household. Extensions for additional sanitary facilities/conversion of integral garages/loft spaces are not included. Work may require a building warrant which the contractor would have to provide. Contractors will be appointed onto a framework and individual works will be awarded by way of a mini-competition or direct award. Contractors will deliver major adaptations in all tenures. This will include providing all materials (as per any agreed specification). Pricing would be on an all-in basis using example sets of works (eg replace standard shower, standard wet room. standard ramp). The contractor will provide basic drawings as required and will liaise with other services as appropriate to ensure works meet the needs of the individual . When providing major adaptations for private sector households the contractor will enter into a contractual agreement with the individual for the payment of works. Individuals will be eligible for grant of between 80-100% of works to meet the minimum specification and support will be available in order to make this grant application and liaise with the contractor. The Council shall not be liable for any non-payment by an individual. Should the individual wish to carry out additional works over and above the minimum specification this shall be agreed between the contractor and the individual. The contractor will ensure clear governance arrangements are in place, make provision for service continuity, address issues around snagging and latent defects. Contractors will be asked to demonstrate experience of working with vulnerable households and a commitment to having a fully trained and competent team with an awareness of issues such as home safety, dementia and customer care. The contractor will work with the Council to develop a recycling programme, this may include storage of goods for reuse. Services will be delivered 52 weeks a year excluding public holidays. This may either be over a 5 or 7 day week. There will be provision for emergency and urgent response times. It is anticipated that one contractor would be appointed to carry out all the works however the lotting strategy will be reviewed based on the notes of interest for these works and consultation with various parties

Private Sector Support Service

Private Sector Support Services Private households will have two options for carrying out adaptations which are the result of an OT assessment: 1. Organise works themselves and receive a grant based on a 'flat' rate 2. Works to be organised by an agency who appoints a contractor on the person's behalf based on a pre-selected contractor framework (see above) and project manages delivery of the work A provider will be appointed to support private households who require assistance to organise works. This will include obtaining permissions/warrants, submitting grant applications and contractor liaison. The provider will also provide appropriate advice and assistance to the individual on matters such as repairs required to the property and energy efficiency works as well as making appropriate referrals to other agencies such as money advice services. Further discussion is required on the provision of architectural services and any performance specification. This may be included within the scope of works. The provider will place a strong emphasis on the working with vulnerable households and a commitment to having a fully trained and competent team with an awareness of issues such as home safety, dementia and customer care. Services will be delivered 52 weeks a year excluding public holidays. This may either be over a 5 or 7 day week. There will be provision for emergency and urgent response times. One provider would be appointed to carry out this service; the operation of the service will be reviewed based on the notes of interest received and consultation with various parties.
