There are currently 7 City Deals either signed or in the later stages of development focused on Glasgow, Edinburgh and the Borders, Inverness & Highland, Aberdeen, Stirling & Clackmannanshire, and Ayrshire. Each City Deal is unique but there are common threads between each - a focus on infrastructure development, housing, the development of local industries and, regeneration. Each has the potential to support innovation and provide local jobs. The EHRC is keen to ensure that the potential of these projects to advance equality of opportunity for people with, or who share a protected characteristic is realised. For example, the construction industry in Scotland is male dominated - what opportunities are there for women to enter and progress in the industry? Similarly we know that many wheelchair users are inadequately housed - what opportunities are there in the housing elements of these deals to secure barrier free housing?

### Lot Information

Lot 1

The aim of this project is to assist the EHRC promote best practice in equality to the City Deal Partnerships and Growth Partnerships. The EHRC has already secured a commitment from the Cabinet Secretary for Economy, Jobs and Fair Work that annual grant letters from the Scottish Government to City Deal projects will include a requirement to work with the EHRC to advance equality of opportunity. In practical terms this means supporting lead local authorities to identify positive and negative equality impacts in their planning, and to identify opportunities to advance equality of opportunity. The procurement of contractors to deliver City Deal projects presents opportunities under the Scottish Specific Equality Duties, in particular use of specific award criteria and contract specifications which advance equality of opportunity. The support to be provided by the contractor to elected members and senior officials will be based on pre-existing EHRC resources - for example our guide to procurement in Scotland - and in partnership with EHRC staff. This will either be at an individual council level on specific plans, or collectively to representatives of the Partnerships.
