A mini-competition amongst the Scottish Procurement Interim Professional Staff Services Framework Ref: SP-13-022 was carried out under Quick Quote reference MAY319098. None of the candidates put forward by the framework agencies were deemed to be of sufficient quality to be appointed. Therefore a competitive procurement exercise having failed, the direct appointment of an alternative candidates submitted by Hays Specialist Recruitment was made without a further mini-competition due to the exigencies of the service.. ERF-2018-002 refers - per 33(1)(a) of Public Contracts (Scotland) Regulation 2015.
