## Summary

The Scottish Prison Service is initiating a tender for the design and build of Community Custody Units (CCUs) aimed at enhancing the support for female offenders in custody. The procurement, currently in the planning stage, encompasses two lots located in Glasgow and Hilltown, Dundee. Important upcoming dates include a Bidders Forum scheduled for 21st September 2018 and further notices expected on 14th September 2018. This project falls under the public order and safety category and will be conducted through an OJEU Restricted procedure, with work anticipated to commence in spring 2019 and completion targeted for autumn 2020.

This tender presents significant opportunities for construction firms specialising in design and build contracts, particularly those experienced in projects accommodating vulnerable populations. Businesses looking to participate should have capabilities in providing facilities that are considerate of gender and trauma, as well as a strong understanding of community benefits requirements. Engaging in this project not only supports the Scottish Government's initiative to transform custodial environments for women but also enables firms to showcase their innovation and commitment to social responsibility.

## Notice

The Cabinet Secretary for Justice announced in June 2015 that Scotland was adopting a new approach to the support of female offenders in custody, including the need to create an environment that encourages and assists with their transformational change, utilising facilities designed and built to take account of gender and potential trauma. The strategy seeks to deliver a new Women's National Facility at the site of HMP Cornton Vale, Stirling, together with the provision of five Community Custody Units (CCUs) at various locations across Scotland. In July 2017, the Cabinet Secretary for Justice announced that the first two CCUs would be in 1. Glasgow and 2. Fife/Dundee areas (subsequently confirmed as Maryhill in Glasgow and Hilltown, Dundee respectively). It is SPS's intention to issue an invitation to tender with two lots as set out below. A Bidders Forum is scheduled for Friday September 21st 2018 at SPS College in Polmont. More information to follow.
