This procurement is for a National solution for Scotland's 32 Local Authorities("LAs")for a Service Integrator("SI")to facilitate secure,authorised access to data,provided by SEEMiS Group LLP("SEEMiS")MIS,by 3rd party applications("Apps")contracted by Scottish LAs.This will be a Concession Contract at no direct cost to SEEMiS ,its members or to SEEMiS public sector partners,such as,Scottish Government,ScotXed,Scottish Qualification Authority,Strathclyde Partnership for Transport and Skills Development Scotland.The offering will be primarily Education Administration Apps,however the SI may be required to facilitate Educational Content Apps,on an exception basis.There is a requirement to help schools and LAs drive service improvement taking advantage of best of breed 3rd party Apps which require access/integration to the MIS using a secure,automated approach that is fully compliant with data protection legislation,including the recent General Data Protection Regulation(GDPR).Security is of paramount importance.Any solution will be managing personally identifiable information for a significant number of individuals and multiple Data Controllers,with some information being classified as 'personal sensitive',with associated data handling requirements.The complexity of the MIS means that it is expected that the SI must be capable of providing an abstract semantic layer,capable of translating this complexity to provide clarity whilst minimising overheads associated with maintaining and operating the system.It is envisaged that the semantic layer will expose domain endpoints that satisfy the needs of 3rd Party Apps promoting open standards ensuring compatibility across a range of application platforms.The solution must interface with a complex,multi-tenant environment and must have negligible performance impact on the existing MIS platform.It is anticipated that any solution will include an on premise component to help address this complexity ensuring data is only transferred out-with the data centre environment following appropriate authorisation.Any solution will provide SEEMiS,schools and LAs with a comprehensive approach to Access Control including control and visibility of all data processed by the system.The SI will allow SEEMiS to control (following appropriate authorisation from the respective LA in their role as the data controller) what data is transferred to/from the SI with the LA then being able to control(to a field level)the data that is transferred to/from the specific 3rd party App.Any solution must support GDPR in its ability to exclude and purge data relating to individuals from all points within the solution,on request.Data must only be retained where there is a legal purpose for doing so.The SI must have audit reporting functionality to support LAs with comprehensive audit trail functionality and must have associated audit/search interface that allows schools,LAs and SEEMiS to review all administrative actions and data transfers including where data resides at individual application feed and/or data subject levels.Any solution must support staff by providing statistical details and alerts relating to performance,errors or other issues to facilitate efficient escalation and fault resolution between all parties.The primary intention of the Integrator service is to allow the egress of data from the MIS,providing a read only view of the data sets however a further area of benefit may include a write back facility for some aspects of the solution.SEEMiS is in the process of developing a replacement MIS solution designed on an Amazon Web Services (AWS) platform.Any proposal must detail how the solution supports a level of flexibility that acts to minimise the impact of any future re-alignment and/or re-use of the solution for interfacing with an alternative MIS.
