### Lot Information

Direct Support for Adult Carers

Support delivered under Lot 1: Direct Support for Adult Carers will be delivered to unpaid adult carers who care for people who reside within North Lanarkshire. The Provider will ensure that adult carers have access to a full spectrum of preventative approaches and supports that enable them to achieve and maintain optimum wellbeing, and be fully supported to continue their caring role. Key elements shall include the promotion and provision of: - holistic support that reflects adult carers' own strengths, fluctuating needs and personal preferences - range of supports including telephone, website, 1:1 and/or peer support - an organic service to respond to adult carers - services that promote equality - Adult Carer Support Plan development, implementation and review that will reflect local eligibility criteria, outcomes approach, and timely responses to the cared for person's unique circumstances - information for adult carers and professionals on short break opportunities - range of dynamic short breaks for adult carers - engagement at national level with relevant organisations to maximise short break opportunities - services that will ensure that adult carer needs are met at key points of transition eg becoming a carer or withdrawing from the caring role - develop and deliver a range of training opportunities to support and enhance the adult carer role - work in full partnership with local and national third sector, independent and statutory organisations to promote optimum adult carer support approaches, avoid duplication of support and services and maximise resources - The service will develop and maintain appropriate information management systems which can provide relevant census data and other information as requested.

Renewal: Initial duration of 4 years (1 March 2019 to 28 February 2023) with the option at the council's sole discretion of up to two periods of extension, the first for up to two years (to 28 February 2025) and a further period of up to one year (to 28 February 2026), a maximum extension of up to three years. Please note that the start date may be subject to change.

Young Carer Support Services

Support delivered under Lot 2:Young Carer Support Services will be delivered to unpaid young carers of people who reside in North Lanarkshire. Support will be delivered to young carers up to the age of 18yrs or 18yrs old and still at school, or until the transition to adult carer services and the completion of an Adult Carer Support Plan. The Provider will work to improve the lives and well-being of young carers through assessment, support, information and partnership working with other agencies and organisations. The Provider shall ensure that young carers have access to a full spectrum of preventative approaches and supports that enable them to achieve and maintain optimum wellbeing, and be fully informed and supported to continue their caring role. Key elements shall include the promotion and provision of: - holistic and responsive support that reflects young carers' needs and personal preferences; - a range of supports including telephone, website, 1:1 and/or peer support - signposting and support to access other appropriate services and resources - services that ensure young carers needs' are met at key points of transition - services that are designed and delivered in a way that reflects young peoples' wishes and opinions and ensures their views are considered and taken into account - Young Carer Statement development, implementation and review that will reflect local eligibility criteria, outcomes approach, timely responses to the cared for person's unique circumstances - dynamic short break services that will develop and promote a resource directory for young carers and professionals - engage at national level with relevant organisations to maximise short break opportunities for young carers - work in full partnership with local and national third sector, independent and statutory organisations to promote optimum young carer support approaches, avoid duplication of support and services and maximise resources - The service will develop and maintain appropriate information management systems which can provide relevant census data and other information as requested.

Adult Carers Campaigning, Information and Representation Services

Support delivered under Lot 3: Adult Carers Campaigning, Information and Representation Services will be delivered to unpaid adult carers who care for people who are resident in North Lanarkshire. The Provider will work collaboratively with all key individuals and stakeholders to identify adult carers and ensure effective delivery of a responsive campaigning, information and representation service. Key elements shall include: - the promotion and support to ensure adult carer representation at a local and national level - a lead role in the standardisation and promotion of consistent provision of information across all relevant agencies in respect of - adult carers' rights; - income maximisation - education and training; - independent advocacy; - health and wellbeing, GP and other community health settings - bereavement support - emergency and future planning - work in full partnership with local and national third sector, independent and statutory organisations to promote optimum adult carer support approaches, avoid duplication of support and services and maximise resources - The service will develop and maintain appropriate information management systems which can provide relevant census data and other information as requested. The Provider will support local statutory, independent and third sector organisations to ensure that information for adult carers is consistent and reflects North Lanarkshire's strategic priorities and ethos. This role will recognise other providers' and agencies' responsibility to provide information. The Provider will work closely with adult carers to support then to promote, articulate and represent their own and other unpaid carers' issues and views, ensuring that they can influence and contribute to policy development, service provision and evaluation locally and nationally. Whilst not exhaustive, this will include: - tailored training and support for adult carers to facilitate their involvement in relevant planning and consultation groups - promotion of adult carer involvement in local voluntary and statutory forums - direct representation of adult carers' views - awareness raising of local and national adult carer issues within both local and national arenas
