## Summary

The Scottish Courts and Tribunals Service is currently engaged in the provision of live transcription services for the Clutha Fatal Accident Inquiry. This procurement process, initiated under an open tender method, is categorised under services and has been active since the tender period began, culminating in a deadline for bids on 3rd December 2018. With a significant budget of approximately £518,730, this inquiry is set to commence on 8th April 2019 at Hampden Park in Glasgow, aiming to ensure the efficient conduct of the proceedings while maintaining accurate records of testimonies.

This contract presents viable growth opportunities for businesses specialising in transcription services, software development, or event management, particularly those equipped to handle high-stakes public inquiries. Companies capable of providing real-time reporting, skilled personnel for court transcription, and technological support for managing evidence live in the courtroom setting would be well-positioned to compete. This procurement also invites innovative solutions to enhance the delivery of legal services, making it an attractive prospect for firms aiming to expand their footprint in the public sector.

## Notice

### Lot Information

Lot 1

On 24th November 2017, Crown Counsel instructed the Crown Office and Procurator Fiscal Service to hold a Fatal Accident Inquiry ("FAI") be held into the deaths of Gary Arthur and Others who lost their lives when a Police Scotland helicopter crashed onto the busy Clutha bar in Glasgow on 29 November 2013. The FAI will commence on 8th April 2019 at 10am and will take place at Hampden Park, Letherby Drive, Glasgow, G42 9BA. In order to support the efficient and effective conduct of the FAI, the Contracting Authority requires the provision of software and personnel to allow for the Sheriff Principal and Core Participant's legal representatives (as required) to benefit from access to real-time transcripts of evidence on screens within the facilities set aside for the FAI, and to provide a fully edited transcription of each day's proceedings to form part of a permanent record of the inquiry.

Renewal: Whilst the estimate of 130 sitting days for the Fatal Accident Inquiry is a robust estimate, an extension of the original contract duration may be offered if it is required to ensure that all the evidence is presented and witnesses heard.
