The locations will be provided by the Council. The Contractor will provide maintenance services throughout the life of the contract for installed units. The Contractor will provide an on-line portal to promote the units and allow members of the public to note interest, sign up to an available space or propose a potential new location for consideration in any future roll out. The Contractor will manage user deposits and key management. The Contractor will charge users a monthly fee for the provision of this service and will use this fee to fund minor maintenance in addition to building up a contingency fund for the Council.
