## Summary

The Scottish Borders Council is leading a tender process titled "Scottish Borders Community Planning Partnership Sustainable Transport DPS." This procurement is classified under the services industry category, specifically aimed at transport-related service contracts. The process is currently in the active tender stage, with submissions due by 10th January 2019. The procurement method is a selective procedure, engaging various stakeholders including NHS Borders, Borders College, and several housing associations from the region. This process anticipates substantial investment, with a total value of £110 million, and is designed to operate under a Dynamic Purchasing System (DPS) for passenger vehicle operators across the UK, particularly in the Scottish Borders area.

This tender presents significant opportunities for businesses involved in transport services, especially those that can provide innovative solutions for carbon reduction and sustainable transport. Operators specialising in public service vehicles, taxis, accessible vehicles, and minibuses are particularly well-suited to compete. The initiative promotes not only the fulfilment of service contracts but also commitments to community benefits, including employment opportunities and support for local initiatives, thereby enriching local economies while fostering a greener transport sector.

## Notice

The contracting authorities are seeking to invite passenger vehicle Operators to participate in a Dynamic Purchasing System (DPS) which will be used to procure transport related 'service contracts' operated by Public Service Vehicles (PSV), taxis, accessible wheelchair vehicles and minibuses including but not limited to subsidised local bus services, home to school transport, sports and excursion conveyance transport, NHS and Community Care transport. The contracting authorities are committed to reducing carbon emissions from the delivery of all contracted services and recognise that operators can assist with continuous improvement of our sustainability commitments. Over the term of this DPS we expect all transport providers included in the DPS to support the partners ambitions in carbon reductions.

### Lot Information

Taxi vehicle with up to 8 seats

This lot will be used to procure transport related 'service contracts' operated by taxi vehicles with up to 8 seats. Operators may join the DPS at any point during its validity if they satisfy the selection criteria and none of the grounds for exclusion apply. Under the DPS, contracts awarded will be subject to a tendering process (mini-competition) with all operators who have been admitted to the DPS being invited to tender. Contract awards may arise from the combination of more than one competition and the contracting authority will seek to match offers which give the most economically advantageous result. ESPD Question: Part 2D - Subcontracting: Bidders will be required to confirm whether they intend to subcontract and, if so, for what proportion of the contract to be called-off under the proposed DPS. If you intend to subcontract any share of the contract to third parties on whose capacity you rely on to satisfy the selection criteria, you must secure that each subcontractor completes a separate ESPD(Scotland)response.. Contracts will be awarded for various durations from the DPS. The contracting authorities have the option, if intimated in the tender documentation, to extend contracts beyond the original term. Economic operators may be excluded from this competition if they are in any of the situations referred to in regulation 58 of the Public Contracts (Scotland) Regulations 2015.

Renewal: After the end date of the DPS, no further contracts can be awarded. Contracts can be awarded prior to the end of the DPS and may carry on beyond the end date of the DPS.
