This is a voluntary ex ante transparency(VEAT)notice. Dundee City Council intends to contract with NorthgateArinso UK Limited for the provision of licensing and support for: a)Optimum Time and Attendance flexitime software system and associated hardware maintenance for a period of up to five years to 31 March 2024. b) ResourceLink Integrated Human Resources and Payroll system for a period of up to five years to 31 March 2024.

### Procurement Information

Dundee City Council's current requirement is strategically aligned to the functionality of the ResourceLink and Optimum products. The impact on service delivery and cost implications of changing to a new product would have significant cost of change implications. The business rationale for continuing with Northgate Arinso Resourcelink products links to the costs of change, which is not necessarily the financial aspect but the administrative aspect. Dundee City Council has developed internal processes around Resourcelink to create efficiencies generating budgetary savings e.g. workflows from a separate electronic records management system; our pay and grading modelling is linked to the use of the Northgate product Pay Modeller. Our establishment within the payroll and staffing teams have developed expertise in using this product, service standards have improved and staffing levels reflect this. The organisational and administrative burden of change would almost certainly mean enhancing staffing levels i.e. creating a new team to plan for and implement a new product, resulting in additional costs at a time where additional efficiencies savings are being explored. For these reasons, there are no financially or administratively reasonable or viable alternative or substitute systems or products other than the Northgate Arinso Resourcelink products that can meet Dundee City Council's needs during the period of the proposed contractThe required licensing and support of this product can only be provided by NorthgateArinso for technical reasons and due to the supplier's exclusive rights in and to the proprietary ResourceLink and Optimum products. Accordingly, it is considered that the proposed award of contract to NorthgateArinso meets with the requirements of EU Directive 2014/24/EC, Article 32(2)(ii) and (iii) as incorporated into Scots Law by the Public Contracts (Scotland) Regulations 2015, Regulation 33(1)(b)(ii) and (iii). The Council will continue, during the life of the contract, to carry out market testing for tendering opportunities beyond this contract.
