It will follow a similar methodology to Phase 1 which includes observations of the children undertaken by the child's key worker and self-completion questionnaires with parents. It is anticipated that fieldwork for Phase 2 will commence in June 2019. All fieldwork must be complete and final reports submitted to Scottish Government by end of April 2020.

The first phase of this study is currently underway and includes the collation of baseline data from a sample of eligible 2 year old children (and their parents) across Scotland, who are currently receiving 600 hours of funded ELC only. Economic operators may be excluded from this competition if they are in any of the situations referred to in regulation 58 of the Public Contracts (Scotland) Regulations 2015.
