1 x Part-time Procurement Specialist based in Atlantic Quay, Glasgow.The Procurement Specialist will support the More Powers Implementation Procurement Team (MPIPT) which provides procurement/contract management advice & support to Scottish Government Directorates to implement the new powers which will transfer to the Scottish Parliament following enactment of the Scotland Bill in 2016.This post will contribute to the wider government economic agenda including improving business for SMEs and delivering the sustainability agenda. This will be achieved through the deployment of innovative sourcing techniques and on-going procurement and supplier management methods.The post holder(s) will be expected to predominately support the Social Security Programme and Employability Division work streams.Strategy Development & ImplementationLeading and/or supporting the development, planning and implementation of procurement commodity strategies; driving value for money improvement through the provision of market and project analysis and support for the procurement processes. Leading on low to medium value, low/medium risk procurements. Managing stakeholders where required and facilitating user requirements for medium value, medium risk contracts and assist the senior procurement portfolio specialist in progressing the procurement of high value/risk contracts. Contributing to procurement reviews as required and implementation of innovative procurement strategies based on comprehensive market research and in line with procurement policy and EU procurement regulations.Supplier & Contract ManagementSupplier and Contract Management - involving the gathering, analysis, interpretation and dissemination of data and information to facilitate management decisions, planning and performance reporting. Attending and contributing to pre/Contract Performance Review Meetings.Stakeholder ManagementRequirement to work effectively with a range of stakeholders across the Scottish Government (in particular Employability Division and Social Security Directorate and Agency colleagues) as required, ensuring effective participation and buy-in. Advising on legal, policy and other requirements pertaining to procurement.Flexibility & Continuous ImprovementWork flexibly both within the Division and across the Directorate to help deliver the organisation's wider goals.
