Lot 1

Strathclyde Partnership for Transport (SPT) currently has a managed service for maintenance and support for its network services and telephony infrastructure. The support requires interfaces with all parts of SPT activities and customer facing services and it is essential that the supplier can fully support SPT in day to day terms but also ensuring that SPT is protected in terms of cyber security threats. Specifically, the contract is for the support and maintenance service for existing fixed data circuits (LAN, WAN, Fibre Ring and Internet) and fixed telephony networks including customer contact centre voice technology. SPT has legacy technology solutions in place that are essential to the operation of the Glasgow Subway. The solutions will be replaced during the next 3 years as SPT upgrades the Subway Network and Infrastructure. The existing supplier has a detailed knowledge of how these critical, yet end of life systems are kept operational and the interfaces with all other systems. Should any of the existing systems fail, this would become catastrophic to the operation of the Glasgow Subway. It is essential that these systems are kept operational while the project to replace the legacy systems is underway.

### Procurement Information

In order to fail safe the vital existing systems throughout the period of change, SPT intends to award a negotiated contract without prior publication, as per section 33(b)(ii) of the Public Contracts (Scotland) Regulations 2015 (which allows for the absence of competition due to technological reasons).
