## Summary

Stirling Council is seeking to award a contract titled "Administration of Childminding in Stirling Council Area" as part of a limited procurement process. This contract, valued at £450,000 over a potential duration of five years, aims to enhance childminding services in areas with higher needs, with a focus on flexibility and choice in early years provision. The procurement is currently at the Award stage, having been initiated as a tender, with the contract expected to address these issues before the end of 2020. The specified delivery location is the Stirling Council area, with the procurement being conducted without prior publication of a competition notice.

This contract presents an opportunity for businesses involved in social care and childminding services, especially those that can offer innovative and responsive solutions tailored to vulnerable areas. Companies that can deliver quality administrative support for childminders or have expertise in early years education would find themselves well-suited to compete in this procurement opportunity. The contract is specifically aimed at the Scottish Childminding Association (SCMA), which is currently identified as the sole provider capable of meeting the requirements outlined by Stirling Council.

## Notice

This agreement should enable Stirling Council in partnership with the SCMA to identify issues, particularly around uptake in areas of high vulnerability, and take steps to address these before 2020. The Scottish Government requires that we provide greater choice and flexibility to early years provision and the use of Childminders in conjunction with nursery care is expected to meet that demand.

### Lot Information

Lot 1

The SCMA will administer the Child Minding services for use within the Stirling Council area.

### Procurement Information

Procurement Reform (Scotland) Act 2014, Section 12 states: "(1) Despite Section 8, a contracting authority may award a contract for a health or social care service without seeking offers in relation to the proposed contract." As Child Minding has previously been identified as a care service, and it is our contention that the SCMA is the sole organisation in Scotland who can provide the service required in terms of engaging with, supporting and ensuring suitability of childminders, Stirling Council intend to contract with the SCMA.
