## Summary

The Scottish Courts and Tribunals Service is planning a procurement process for a Library Subscriptions Management Agent to oversee its substantial library publication and journal subscription portfolio, which currently amounts to approximately £2.1 million annually. The tender, titled "Library Subscriptions Management Agent," is in the planning stage, with future notices expected to be published on 1st April 2019. The procurement will take place in Edinburgh, UK, and the engaged services will focus on supplier relationship management, effective requisitioning, and identifying cost efficiencies through a gain-share mechanism.

This procurement opportunity presents a significant scope for growth for businesses that specialise in library management services, subscription administration, and legal publication supply. Suppliers that can demonstrate experience in supplier management and efficiency optimisation within the public sector will be particularly well-suited to compete. The planned involvement, alongside the focus on supplier relationship management and cost reduction strategies, suggests potential for collaboration and innovation, making it an attractive prospect for relevant businesses in the industry.

The financial savings and cost efficiencies realised will be gain shared between SCTS and the successful Supplier - See vi) below for additional information in this regard. vi) Gain Share Mechanism - The SCTS is proposing that the Library Subscription Management Agent will be revenue neutral in terms of impact upon its own budgetary resource, with remuneration for the successful Supplier's service provision being realised via a gain-share mechanism between the successful Supplier and the SCTS financed from the realisation of volume discounts and price reductions achieved by the appointed Library Subscriptions Management Agent. The percentage share element, after the deduction of all costs, has yet to be determined.
