## Summary

The University of Edinburgh has completed a procurement process for the acquisition of a Body Scanning System, intended to capture the geometry and colour of moving subjects. The contract was awarded to 3dMD Ltd after a limited procurement method, which did not require prior publication of a call for competition, due to the technical specifications required. The award notice was formalised on January 24, 2019, with a total contract value of £331,907. The procurement falls under the education sector, and the items were to be delivered to Edinburgh, UK.

This tender presents significant opportunities for businesses involved in high-tech equipment and innovative imaging solutions, particularly those specialising in body scanning technology. Companies that develop advanced systems capable of dynamic image capture and can meet specific requirements outlined by the University of Edinburgh would be well-placed to compete in similar future tenders. The unique technical characteristics of such procurement processes can lead to strategic partnerships and growth in the growing market of educational technologies.

## Notice

Purchase of a body scanning system that can capture the geometry and colour of the body when the subject is moving.

### Lot Information

Lot 1

The University requires a system to that can capture the dynamic deformation of the body as well as the clothes that the subject is wearing. Many of the existing body scanners on the market can only capture a static posture of the body, whilst those that can capture dynamic movements, have only a small capture volume and is thus very limiting (some models for example are limited to facial capture only). The 3DMI system is a flexible system where the camera configuration can be adjusted according to the demand of the user and can produce a larger capture volume by using many capture units. Under Regulation 33(1)(b)(i) of the Public Contracts (Scotland) Regulations 2015, a contracting authority may use the negotiated procedure without the prior publication in the case of a public contract, based on the following justification: Where the supplies or services can be supplied only by a particular supplier; where competition is absent for technical reasons (only if it is not caused by artificial narrowing down of the parameters of the procurement and no reasonable alternative or substitute exists).
