The contract is for the removal and transportation of deceased persons between various locations on a call out and planned basis.

Lot 1

Police Scotland have a range of operational circumstances where they are required to transport deceased persons when a death occurs in the community. These fall broadly into the two categories of Police Reportable Deaths and Medical Deaths where the Procurator Fiscal instructs the police to carry out an investigation into the circumstances of a death. Further, the type of transports required under the contract fall into broad categories of removal and transportation of deceased persons from a Locus to local designated mortuary on a call out basis; from a Locus to local post mortem enabled designated mortuary on a call out basis; from a place of rest to a local designated mortuary on a planned basis; from a place of rest to a post mortem enabled designated mortuary on a planned basis; between local and post mortem enabled designated mortuaries on a planned basis; or from a designated mortuary to a place of rest chosen by the Next of Kin on a planned basis. Police Scotland intend to contract with a number of organisations for the provision of a transportation service which meets those needs and provides best value. Although this service has traditionally been carried out by undertakers or funeral directors in Scotland, Police Scotland is aware that the service is provided by a range of alternative service delivery models in other forces throughout the UK. Police Scotland does not intend to limit the performance of this service to any particular profession and Police Scotland is open to considering any alternative service delivery models that the market may bring forward.However, a number of key principals will underpin the service requirements including commitment to Police Scotland's Code of Ethics and core values in dealing with the deceased and bereaved; contributing to the efficient use of police and other agencies time, contributing to the successful investigation of death by the police when the circumstances require it and ensuring adequate capacity and geographical coverage arrangements are made.
