Manufacture of 60 silicon chips in a 65nm CMOS imaging technology with single photon avalanche diodes (SPADs). These chips are being purchased for a European Research Council research project: 'Total Photon' (no. 339747) for the purposes of academic research regarding the use of optical microscopy to enhance the understanding of biological cell disease mechanisms. These chips are a respin of an already deisgned chip from TowerJazz Semiconductor who are linked with the supplier. Under Regulation 6(1bi) of the Procurement (Scotland) Regulations 2016, a contracting authority may award a contract without competition based on following justification: Competition is absent for technical reasons (only if it is not caused by artificial narrowing down of the parameters of the procurement and no reasonable alternative or substitute exists).
