### Lot Information

Lot 1

This procurement for Research Services is being undertaken by the Improvement Service ('IS'). The requirement for the Research Services is contained in Appendix 6 (separate document) to this Invitation to Tender ('IS Requirement'). The purpose of this work is to estimate the economic impacts of a Citizen's Basic Income (CBI) if it were implemented in Scotland. CBI pilot feasibility is currently being considered by four councils in Scotland. The pilots will not be on a large enough scale or operate for long enough to allow the full economic impacts of a CBI to be estimated. This modelling work will fill this gap. The Improvement Service now wishes to commission a study to consider the impact of different levels and structures of CBI on short term economic variables such as labour supply decisions or changes in income and poverty. It will then estimate how these impacts feed into longer term economic impacts, for example, as a result of demand side changes in levels and patterns of spending, supply side changes in incentives and productivity, and feedback loops between the two. The results of the modelling, alongside the results of the feasibility study, would form an important part of the evidence base for Scottish Government (SG), if and when it considers whether to pilot, and ultimately implement, a CBI. Although there is currently no decision as to whether the pilots go ahead, this modelling work will be required whether they do or not, to inform the wider debate about the potential costs and benefits of a CBI.
