## Summary

The Crown Office and Procurator Fiscal Service in Edinburgh has completed a procurement process titled "Digital Workplace Transformation - Microsoft Licensing." This initiative falls under the public order and safety industry category and employed an open procedure for its procurement method. The contract was signed on 6th March 2019, with a total value of £1,764,807.80. The procurement process was initiated to ensure the continued provision of Microsoft services and software solutions to underpin the COPFS IT Infrastructure, supported by a general Enterprise Agreement with a three-year term.

This tender presents significant opportunities for businesses specialising in IT services, particularly those with expertise in Microsoft technologies and licensing. Firms capable of offering tailored solutions, cloud products, and software licensing models will be particularly well-suited to compete. With the agreement facilitating discounts on cloud products from Microsoft, businesses that understand public sector frameworks and have established relationships within government contracting will find this a beneficial avenue for growth.

## Notice

Underpinning the COPFS IT Infrastructure are several Microsoft services and software solutions. The Microsoft technologies are provided to end user organisations under a general Enterprise Agreement. This agreement is a 3-year term and provides the ability to operate services and software under license during this period.

### Lot Information

Lot 1

The Crown Commercial Service (CCS) signed a memorandum of understanding (MoU) with Microsoft to ensure public sector organisations continue to receive discounts on cloud products from the 1 May 2018. These agreed prices are available through various Scottish and UK frameworks, and whilst there are no discounts available beyond those agreed with Microsoft, various options were available in terms of our migration to M365. To better understand the available options, we chose to engage with our incumbent supplier and the single supplier on the Scottish Government Software Value Added Reseller Framework. Further to this there was engagement directly with Microsoft to raise awareness of the application features of each of the M365 platform. Through a number of workshops held with both suppliers it became clear that there was no benefit to tendering the opportunity as the pricing for each proposed model was identical.
