Lot 1

Imaging software is required for the analysis of echocardiography images for varying makes and models of equipment. Under Reg 6(1)(b)(ii) of the Procurement (Scotland) Regulations 2016, a contracting authority may award a contract without competition where the works, supplies or services can be provided only by a particular economic operator for the following reason: absence of competition for technical reasons. Explanation TOMTEC is the sole company who provide software that can incorporate images for all makes of echocardiography instruments. TOMTEC Imaging Systems GmbH hold the European Patent number EP2038847 for the software. Some of our studies at the University of Aberdeen involve multiple centres where images are produced from varying makes and models of instruments. Therefore, an open solution that can read echo data from multiple vendors and models is required. It is also crucial when doing strain analysis that the strain is always calculated in the same way to ensure continuity and comparability as per guidelines issued by the ASE and the EACVI.
