The top-ranked Service Provider shall be given the opportunity to accept or decline Commissions without penalty. Should the Service Provider accept, then the Commissioning Hourly Rate stated in its offer shall apply, without adjustment. Should the top-ranked Service Provider decline, then the next ranked Service Provider shall be offered the Commission.
