Forensic Medical Services within NHS may look to implement a National Clinical IT System. This is with a view to maximise the use of IT systems to help with planning, commissioning and monitoring of services to drive continuous improvement for improving services for people who have experienced rape, sexual assault or child sexual abuse. A variety of staff will be expected to use the system within various healthcare settings across 14 Health Boards. There is currently a reliance on paper based records to fill gaps in electronic provision. Increasing IT use will ensure that records are digitised and case summary information can be shared between services and across boundaries (i.e. Healthcare & Police Forensic Medical Services, Scottish Government Justice Analytical Services, Crown Office and Procurator Fiscal Service (COPFS), The National Sexual Health (NaSH) IT System, Archway (West of Scotland Sexual Assault Referral Centre), Rape Crisis, NHS NSS National Services Division (NSD), regional Sexual Health Managed Clinical Networks (MCN) and the three Child Protection MCNs). There is greater interoperability between systems with common standards for recording and sharing information. It is essential that considerations are given to support a modern digitally integrated health and social care environment. Such an environment is dependent on fast electronic access to information, producing accurate/standardised MI data and to support more efficient ways of working. It is therefore essential that suppliers can demonstrate and evidence how their system can be used in the settings described above. The requirements are for a solution that ideally allows for:- - Standardisation of recorded data - derived from national standardised datasets. - Offers a choice of delivery models, including hosting by a third party - Safe storage, access and transfer of data and images in line with legislative requirements. Particularly in relation to consent signatures - Improved data quality across the regions - Access to data from different electronic devices - Has an online user interface to support users in a variety of care settings. This is a market testing exercise which will allow the Authority to consider future options in this area.
