Section 149 (9) places a duty on the local authority to ensure that detained strays are properly fed and maintained. The current negotiated contract allows the Council to fulfil these statutory obligations as the Provider employs vets, enabling strays to be checked and therefore will be maintained properly and also humanely destroyed if the dog was suffering, with a view to dogs being rehomed.
