## Summary

The procurement process involves the Life Changes Trust, located at Edward House, 199 Sauchiehall Street, Glasgow, UK, which is seeking to engage contractors for the "External Evaluation of Equalities Initiatives." This tender falls within the services industry category and is currently at the Award stage. The primary activities focus on evaluating initiatives aimed at supporting care-experienced young people. The deadlines for submission ended on 14 June 2019 and the contract was signed on 8 November 2019 with a total value of £33,333.33.

This tender presents significant opportunities for businesses with expertise in social research, evaluation services, and working with vulnerable groups, particularly those focusing on equalities and empowerment. Organisations that specialise in social impact assessments or have experience in evaluating educational and social initiatives would be particularly well-suited to compete for this contract. Given the focus on care-experienced young people and issues related to discrimination and marginalisation, firms with a strong understanding of these demographics and their unique challenges would also be valuable participants in this procurement process.

## Notice

An evaluation of the Life Changes Trust's Empowerment Grants and Rights & Equalities initiatives to support care experienced young people.

### Lot Information

Lot 1

The Trust has invested in two initiatives which aim to improve understanding of the challenges faced by young people with care experience who may also face discrimination and marginalisation due to other factors including protected characteristics (as defined by the Equality Act 2010). These are Empowerment Grants and Rights & Equalities. Both initiatives predominantly, but not exclusively, focus on care experienced young people who: - are affected by protected characteristics (e.g. disability; sexual orientation; race; religion and belief; sex) - have experience of the youth justice system - are looked after at home - have experience of long-term health issues, including mental health - have experience of homelessness Both of these initiatives aim to support the young people involved to increase their confidence and skills, gain independence, exercise their rights, and use their voice to make changes, both in their own lives and in the broader care system. We are seeking dedicated, knowledgeable and creative evaluators who will examine the work of the Trust's Empowerment Grants and Rights & Equalities initiatives across Scotland. The primary goal of the evaluation is to measure the impact of the Trust's Equalities funding awards. In particular, we wish to examine the extent to which awards have had an impact on the young people involved in the following areas: - improving confidence and skills - improving awareness of the needs / aspirations of young people - increasing opportunities for young people to exercise their rights and use their voice We will also require an exploration of how the projects are having this impact, as well as the effectiveness of the 'small grants' approach in relation to the aims of this initiative.
