## Summary

The Glasgow City Council is currently engaged in the procurement process for the "Glasgow Alliance to End Homelessness," a significant initiative aimed at transforming homelessness services in Glasgow. This procurement, classified under the services industry, involves selecting provider organisations to collaboratively address homelessness through a competitive dialogue process. The contract was signed on 1st April 2020, with a value of £187.5 million and a contract period of approximately eight years. Interested businesses had the opportunity to submit their bids until 14th June 2019, with a providers' information briefing held on 21st May 2019 in Glasgow.

This tender offers substantial growth opportunities for businesses focused on social services, particularly those that have experience in homelessness prevention and related support services. Enterprises, especially small and medium-sized enterprises (SMEs), that can form collaborative groups and demonstrate capacity to deliver modernised support services will be well-positioned to compete for this contract. The emphasis on partnership and shared expertise to meet the needs of Glasgow citizens presents a unique avenue for organisations committed to impactful social change and sustainable community development.

## Notice

Glasgow City Council (GCC) is seeking to establish an Alliance with provider organisations to end homelessness in Glasgow. The Alliance will plan and deliver a large scale transformational change agenda across the purchased service sector, re-designing and delivering modernised services and support to maximise potential for independent living. The Alliance will work in partnership with individuals with lived experience, statutory services, housing providers and others, towards homelessness prevention and sustainable resettlement, minimise time spent homeless and end rough sleeping for Glasgow Citizens. Provider partners will be expected to pre-form groups to make joint bids and evidence their ability to work collaboratively to deliver the outcomes of the Alliance. The successful pre-formed group will then form an Alliance with GCC. Experience suggests that the optimum size of an effective Alliance would be between six to eight partners, including the commissioning partner.
