## Summary

The procurement process involves the Aberdeen City Council as the buying organisation, seeking tenders for the "Criminal Justice Employability Service", which focuses on providing employment services to individuals aged sixteen and over who are under a Community Payback Order, as well as those receiving social work support in Aberdeen City. The procurement is at the "Tender" stage, with a deadline for submissions set for 18th July 2019. This open procedure allows interested parties to submit electronic bids, and the estimated value of the contract is £325,000, covering a contract period of three years with potential extensions.

This tender represents a significant opportunity for businesses in the services sector, particularly those specialising in employability, training, or social services. Small and medium-sized enterprises (SMEs) with experience in delivering support to vulnerable populations, including those in the justice system, are particularly well-suited for this competition. The contract aims to empower individuals to enhance their skills and employability, thus fostering social wellbeing in the community while contributing to the business’s portfolio in public service delivery.

## Notice

Provision of an employability service to people who are aged sixteen and over who are subject to a Community Payback Order (CPO) with an unpaid work and other activity requirement and other individuals receiving a service from criminal justice social work.

### Lot Information

Lot 1

The employability service commissioned will be on the basis of a skills-based approach for individuals aged 16 and over who are resident in Aberdeen and who are currently receiving a service from Criminal Justice Social Work. This will be primarily, but not exclusively those who are subject to Community Payback Orders (CPOs) with Unpaid Work and Other Activity Requirements. Much of the service provided will relate to the delivery of the "Other Activity" element of such orders although a wider employability component will be available to the Criminal Justice Social Work service as a whole. Individuals may have complex needs and vulnerabilities and priority will be given to women and young people. The contracted delivery will be 2000 hours of direct support per annum. It is expected that 1.5 hours will be required per referral for the initial assessment and, for those on Unpaid Work, up to a total of 30 hours, as agreed with Criminal Justice Social Work. The total number of hours to be delivered under the terms of this contract will be dependent on orders from the court and referrals from the Criminal Justice Social Work Service. The main objectives of this service are to - To provide an opportunity for people in the criminal justice system to learn new skills, increase employability and find routes out of offending; - To deliver qualification-based training; - To provide opportunities for people in the criminal justice system to improve their ability to engage with their own communities; and - To provide an opportunity for people in the criminal justice system to improve their physical and emotional wellbeing.. Economic operators may be excluded from this competition if they are in any of the situations referred to in regulation 58 of the Public Contracts (Scotland) Regulations 2015. Note: contract value stated is for 5 year contract term, which includes two 12 month extension options.

Renewal: Contract will be for 36 months, with the option of two 12 month extensions.
