Midlothian Council is in the process of retendering this requirement however, because of resourcing issues have been unable to conclude the exercise. Therefore, until the new contract is fully implemented and to avoid impact on current operations it is necessary that existing arrangements relating to service provision continue. This approach is the most appropriate solution delivering best value while meeting the necessary requirements of the Public Contracts (Scotland) 2015 Regulations
