Opportunities for low carbon heat supply and energy efficiency should be identified and appraised where observed. *) Opportunity development - this being the provision of specialist technical support to carry out detailed technical, financial and / or environmental appraisal of onsite heat recovery, low carbon heat supply and / or energy efficiency opportunities where such specialist support is likely to be of greatest value in progressing projects to implementation. This may include assessment of opportunities to use low grade heat sources for supply 'over the fence' where these cannot be recovered and / or re-used economically onsite.
