The exact number of authorities participating is not finalised at this stage, and may be subject to change. The ELM will deliver all aspects of running the lottery including providing an online platform, ticket payments, prize management, insurance and licensing. The ELM will make arrangements for a lottery on behalf of the local authority and must hold a lottery manager operating licence. The ELM and the local authorities will also need to hold a remote gambling licence to sell tickets by means of remote communication (e.g. internet, telephone).
