Lot 1

1. Scottish Ministers announced in June 2015 that they would take long-term action to reduce energy demand and decarbonise the heat supply in our residential, services and industrial sectors, designating energy efficiency as a National Infrastructure Priority. 2. The cornerstone of this is Energy Efficient Scotland, a coordinated programme building on our existing schemes, which over its 20 year lifetime will reduce energy demand and contribute to achieving our ambitious climate change targets whilst continuing to help tackle fuel poverty and ensuring Scotland is a good place to do business. It is estimated that over its lifetime the scale of investment needed to improve the energy efficiency of Scotland's buildings is in the region of 10-12 billion GBP. 3. In a 2017 consultation, Scottish Government asked about how best to deliver Energy Efficient Scotland. One of the messages it received was the potential need for a national mechanism to oversee its delivery. A national delivery mechanism was suggested as it reflects the duration and complexity of Energy Efficient Scotland, and the significant investment involved. 4. The Scottish Government commissioned an independent Strategic Outline Case to provide independent advice to support the development of the options analysis on the governance model for a National Delivery Mechanism to oversee the delivery of Energy Efficient Scotland. The Report, published in April 2019, concluded a new Executive Non-Departmental Public Body or Scottish Government Directorate were the most suitable structures to enhance delivery. 5. The Outline Business Case (OBC) will analyse in detail what structures are required to deliver the programme on a National basis, including collaborative delivery approaches with Local Authorities, and estimate and assess set-up and running costs, efficiency and value for money..
