## Notice

Scottish Borders Council ('the Authority') are keen to support the transition to a low carbon economy, as set out in the Scottish Government's Economic Strategy, and to contribute to Climate Change targets.The Authority see the Scottish Government's Non-Domestic Energy Efficiency Framework (SG NDEEF) as an excellent opportunity to support meeting these needs and are looking to appoint a suitably experienced organisation to deliver retrofit improvements across of number of buildings. The Authority have already undertaken a first project through NDEEF and are now looking to implement a second NDEEF project, the latter being the subject of this document.Twelve buildings have been selected for this second project, as detailed in section 1.2.1, for inclusion in the project at this tender stage, where the Authority is seeking for a variety of Energy Conservation Measures (ECMs) to be installed in order to deliver considerable financial and environmental improvements.Some of the buildings considered are operated by organisations associated with the Authority. These are Live Borders (leisure, sport and cultural trust for the Scottish Borders) and SB Cares (a collection of Limited Liability Partnerships working with Scottish Borders Council to provide Adult Social Care Services),The Authority are keen to see the project succeed and further contribute to reductions in energy demand and consumption, carbon emissions and running costs throughout the built estate.For the purposes of this tender, the Authority is committing a maximum spend of PS1,300,000 to this second NDEE project. High level energy audits have been carried out at each of the twelve buildings shortlisted. These have identified significant savings opportunities (please refer to the Authority Data Pack in Appendix 1). It is the Authority's aspiration that the project will achieve a reduction in annual energy spend of PS130,000 per annum. An aspirational Simple Payback of 10 years has also been noted by the Authority.
