Under Regulation 6(1)(b)(ii) of the Procurement (Scotland) Regulations 2016, a contracting authority may award a contract without competition based on the following justification: Competition is absent for technical reasons (only if it is not caused by artificial narrowing down of the parameters of the procurement and no reasonable alternative or substitute exists) Explanation: Big White Wall Wellbeing Services provide (i) an online support network: a community of peers, professionally staffed 24/7, which enables safe anonymous support through talking therapies and creative self-expression; (ii) digital assessment: online tools to assess common mental health problems and co-morbid physical conditions and (iii) guided support: a range of self-managed and facilitated programmes for individuals and groups ; programmes include anxiety, depression, sleep, smoking and alcohol use. Big White Wall remains the only digital service to offer a 24/7 clinically moderated peer community with all of the end to end elements of support. They are also the only digital mental health service registered with the Care Quality Commission.. This contract was awarded under Regulation 6(1)(b)(ii) of the Procurement (Scotland) Regulations 2016 (award of a contract without competition).
