## Summary

Bield Housing Association Ltd, located in Edinburgh, has completed the procurement process for the installation of hard-wired smoke, heat, and carbon monoxide detectors in residential supported housing for older and vulnerable individuals. This project, categorised under works in the housing and community amenities sector, involved a limited tender process and was conducted to meet the requirements under recent legislation mandating fire safety upgrades by February 2021. Key contractors include Fortress Security Ltd, SPG Fire and Security Ltd, and AFA Fire and Security Ltd, with contracts signed on 27th September 2019 for a combined value exceeding £1.76 million, split across three lots serving both East and West Scotland.

This procurement presents significant opportunities for SMEs specialising in fire safety and installation services, particularly those experienced with Gent and Legrand alarm systems, as the works can only be executed by approved contractors. Businesses with the capability to offer high-quality installations compliant with safety standards and those already within Bield Housing's existing maintenance framework are well-placed to benefit. By engaging with Bield Housing Association through this tender, companies can expand their portfolio in the public sector marketplace and contribute to enhancing community safety standards.

### Procurement Information

The price for all three lots combined is lower than the thresholds set by the Directive, the Public Contracts (Scotland) Regulations 2015 and Procurement Reform (Scotland) Act 2014. However Bield Housing Care's own internal Public Procurement Policy threshold was breached. The association took this action as they are required under recent Scottish Government legislation to upgrade the standard of their fire safety alarms within residential housing by February 2021. As their housing is predominantly older persons housing with specialised centrally controlled systems into which the new alarms must connect the only practical solution was to engage with their already appointed framework of contractors.
