### Lot Information

Lot 1

This is a direct award to continue with existing service provision. In November 2018 the Integration Joint Board recommended funding to support activities within the West Lothian Alcohol and Drugs Partnership (ADP). This included the funding to support the update of the needs assessment to inform the new commissioning plan. This activity is led by Public Health and is following the approach that was taken with the initial ADP needs assessment in 2014 being a combination of extensive desk research on policy and performance allied to stakeholder engagement. The objectives of the Health Needs Assessment (HNA) is to assess the health needs (prevention, care and treatment) of problem drug and alcohol users and their families in West Lothian and make specific recommendations to improve the health and patient experience of care for most at risk populations. The HNA will inform the new Commissioning Plan for WL ADP. The new Commissioning Plan will be developed late 2019/ early 2020 and be in place by 1st April 2020. As the new Commissioning Plan will not be in place to enable commissioning decisions to be taken on this contract, to allow due consideration of the new Commissioning Plan and to ensure continuity of service, a direct award is to be made to the incumbent provider.. This is a direct award and there was no tendering activity. Authorisation for a direct award was given at the Contracts Advisory Group on 27 August 2019.
