## Summary

The procurement process for "Degree Awarding Powers Professional Support" was initiated by SRUC (Scotland's Rural College) and is classified under the Higher Education, Further Education, Research & Consultancy industry. Located in Edinburgh, this open tender is currently in the planning stage with a bid submission deadline on 19 November 2019. The total contract value is £66,500, with the aim of aiding SRUC in achieving Degree Awarding Powers (DAP), which is essential for transforming SRUC into a new type of educational institution. The successful contractor is expected to provide the necessary expertise to support SRUC’s application for these powers, with the anticipated completion date for the contract set for 1 August 2020.

This tender presents significant growth opportunities for businesses, particularly those specialising in higher education consulting, academic governance, and quality assurance processes. Companies that possess experience in aiding institutions with degree awarding frameworks, as well as those with the requisite insurance coverage and qualifications, would be well-positioned to compete. This is an excellent chance for small and medium-sized enterprises (SMEs) to leverage their expertise in supporting SRUC’s strategic objectives and to engage with a reputable educational provider aiming to expand its offerings.

## Notice

A key strategic aim of SRUC is to achieve Degree Awarding Powers (DAP) and ultimately to become a new type of University - one that has student progression at its heart. We seek to be a University where a student can undertake Further or Higher Education provision, on campus, work-based or distance learning, and on successful completion could progress through SCQF levels as far as PhD and post-doctoral opportunities. This would be carried out in an academic organisation where parity of esteem is an underlying principle and where all levels of learning benefit from research and consultancy input. SRUC has begun the internal dialogue to move towards an application for DAP. Our journey toward application is a significant undertaking for which we require external expertise.

### Lot Information

Lot 1

A key strategic aim of SRUC is to achieve Degree Awarding Powers (DAP) and ultimately to become a new type of University - one that has student progression at its heart. We seek to be a University where a student can undertake Further or Higher Education provision, on campus, work-based or distance learning, and on successful completion could progress through SCQF levels as far as PhD and post-doctoral opportunities. This would be carried out in an academic organisation where parity of esteem is an underlying principle and where all levels of learning benefit from research and consultancy input. The BiGGAR Report provides evidence of a strong economic case for SRUC, collaboratively, to be a university for the rural economy, though it should be noted that SRUC would not currently fit the current "normal" requirements in Scotland to be a University in terms of student numbers. SRUC is already an independent and self-determining Higher Education Institution and has over a century of history delivering high quality land-based education provision. We have worked closely with the Universities of Glasgow and Edinburgh, who validate our taught degrees and Masters programmes, and we work with a number of awarding bodies such as SQA and City and Guilds. The strategies, policies and procedures which underpin the delivery of our taught portfolio are SRUC's. SRUC has begun the internal dialogue to move towards an application for DAP from the Privy Council on the advice of Quality Assurance Agency (QAA) and Scottish Government. Our journey toward application is a significant undertaking for which we require external expertise. SRUC is therefore commissioning the provision of expertise, development and support as we prepare to apply for DAP, to ensure we are ready for DAP, and that our application is as robust as possible. As part of their tender submission, suppliers are required to disclose their membership of professional bodies, their quality assurance systems and accreditations, and that their insurance cover meets the following levels: Employer's Compulsory Liability Insurance (5 million GBP) Professional Indemnity Insurance (5 million GBP) Public Liability Insurance (5 million GBP)

Renewal: An extension of a further 12 months, by mutual agreement.
