The overarching purpose of this commission is to update the original 2017 feasibility study by identifying and costing specific development options that will deliver economic, social and environmental benefits so as to ensure the sustainable development of the Bays of Harris Estate. An independent valuation of the Estate has been produced separately. The 2017 feasibility report contains a range of useful background information and discussion of various potential areas of development. The update should identify and cost specific development options relating to the following priority areas: 1. Housing - Identification and analysis of suitable development options and sites for a range of housing provision on the Bays of Harris Estate including new build, renovation and provision of house plots. - Analysis of associated costs and delivery options for identified development options, including scope for partnership working with external agencies and funding options for housing delivery. 2. Business Development - Identification and analysis of initiatives to support existing and new businesses on the Estate, including the scope for providing business space for micro-businesses. 3. Tourism - Identification and analysis of options for adding value to the tourism offer on the Estate through: a) Provision of new land and/or marine-based infrastructure, facilities and services. b) Extending the season for existing accommodation and other provision. c) The development of eco-tourism. - Analysis of how the tourism offer on the Estate can be most effectively marketed 4. Land Management - Identification and analysis of options for assisting in the development of crofting on the Estate. - Identification and analysis of options for paths infrastructure maintenance and development. 5. Community Amenities - Identification and analysis of options for developing community amenities that will contribute to the sustainable development of both the Bays of Harris Estate and the Isle of Harris as a whole. Identification and analysis of development options in relation to the above priority areas must demonstrate an understanding of the wider development context for both the Isle of Harris and the Western Isles as a whole. The options analysis must specifically demonstrate how the suggested options complement initiatives being undertaken by neighbouring community-owned Estates, Harris Development Limited and the Community Planning Partnership as appropriate.
