### Lot Information

Lot 1

The requirement relates to the appointment of a suitably qualified managing agent to deliver the HEEPS: ABS into households in communities across Orkney. It is envisaged that the contract will comprise of the marketing and recruitment of participants, appointing suitably qualified energy surveyors, procuring, appointing and managing sub-contractors, installers and providing relevant data required to meet reporting obligations outlined by the Scottish Government HEEPS: ABS guidance. The Council is looking to bid for a minimum of 1m GBP per-year through the Scottish Government HEEPS: ABS programme. There is also the expectation that the winning tenderer will access additional funding from external sources over the five-year period of the contract. This will primarily come from ECO and the Council will provide an ECO Flexible Eligibility Statement of Intent to support the HEEPS: ABS programme. The Council will also be looking to bid for other funds including the Warm Homes Fund and may well look to deliver any successful funding bids via the HEEPS: ABS programme. Relevant bids will be developed alongside the winning tenderer. The contract value of 5000000 GBP is based on an estimated bid for HEEPS:ABS funding of 5 Million GBP over the 5 year contract duration including the 2 x 12 month extensions at 100000 GBP available annually for the managing agent fee .

Renewal: 2.1 The contract offered is for an initial three year and six month period from 1 January 2020 to 30 June 2023, subject to funding being awarded by the Scottish Government. The Council also retains the option to extend the contract for a further two times 12 months, at its sole discretion, and subject to further government grant funding being awarded.
