Following completion of a detailed Feasibility Study, GCC have now requested the project be progressed to Tender Stage in the spring of 2020 in order for it to make a decision on whether to support the contract through Grant assistance. The timescale that GCC has specified is insufficient for a procurement exercise to take place to re-procure a design team to take this project forward. Due to this, the Association has provisionally agreed fees for Architecture, Quantity Surveying, Engineering and Principal Designer Services following negotiation with the existing Feasibility Design Team. To follow an alternative course of action would jeopardise the project as GCC's critical timescales regarding funding would be missed and the project would fall. Therefore, Glen Oaks HA is using the negotiated procedure without prior publication of the Contract Notice.
