By participating in this procurement, businesses can contribute to the establishment of an essential local infrastructure while potentially securing a long-term operational contract. ## Notice This Prior Information Notice (PIN) is for information only to raise awareness and commence market engagement in order to determine what the current industry landscape is at the moment. ### Lot Information Lot 1 North Lanarkshire Council's (NLC) Waste Solutions Section is currently in the process of securing Planning Permission, (expected to be determined in February 2020), to facilitate the design, construction and operation of a Waste Transfer Facility within the existing infrastructure at Auchinlea Landfill Complex, Carlisle Road, Cleland. The purpose of this PIN Notice is to primarily ascertain the level of interest and willingness from the market to participate in a project of this type. The successful contractor shall be identified via a regulated procurement process, which shall include the identified contractor being responsible for the detailed design, completed construction of the facility, ensuring compliance with all statutory authority requirements including but not limited to, building warrant, roads, utilities diversions and connections, waste management licensing, etc. and operation of the facility including receiving, sorting, processing and supply to appropriate market outlets of paper and card materials; general residual waste from the Council's Household Waste Recycling Centres; and items of Bulky Household Waste, (Non WEEE items), from the Council's Special Uplift Service. It is anticipated that the operational facility shall be provided to the successful contractor on a leased basis, with the period to be determined. It is our intention to engage with the market and have dialogue in the form of one to one sessions, in order to discuss in more detail the overall project.
