## Summary

The Tayside Procurement Consortium is initiating a procurement process for a "Fibre Operator/Commercial Partner" to assist Perth and Kinross Council in re-using its ducting fibre assets for gigabit-capable network services. This procurement falls within the services industry category and is located in the Perth and Kinross council area. The process is currently in the planning stage, with a key deadline for interested providers to submit the Request for Supplier Information by 17 December 2019, and one-to-one meetings scheduled with suppliers until 10 January 2020. The total estimated value of this contracting opportunity is £600,000.

This tender presents significant opportunities for businesses specialising in telecommunications, network services, and infrastructure development. Companies that can provide fibre optic solutions or related services, as well as those capable of managing and maintaining such infrastructures, would be well-positioned to compete. The contract ensures an open access environment for service providers, enabling potential collaboration, income sharing, or rental arrangements, thereby creating a platform for growth in the expanding digital services market.

### Lot Information

Lot 1

Perth and Kinross Council, via Tay Cities collaboration, is currently progressing through the Department of Digital, Culture, Media and Sport (DCMS) Gateway process under Wave 3 of the Local Full Fibre Network (LFFN) Challenge Fund/Public Asset Re-Use (PSAR). The Tay Cities Deal agreed by UK and Scottish governments recognises that the provision of world class digital infrastructure is essential to the development of a thriving and prosperous economy and society with the Deal area. Some amounts of funding were allocated to support fibre deployment as part of the Heads of Terms Agreement signed in November 2018. In addition, Perth and Kinross Council is progressing through the DCMS Gateway process over potential funding from the LFFN Challenge Fund to create a full fibre network connecting public buildings and re-using existing ducting and fibre assets to provide gigabit capable network services. Perth and Kinross Council is looking for a Fibre Operator/Commercial partner for a minimum period of 7 years in return of income share/rental. The asset would have to be open to any Service Providers to use. The Council would retain ownership and keep access for its own operational use. The Council will organise one-to-one meetings with interested suppliers between this notice publication's date and 10.01.20. A separate procurement process is being undertaken to survey duct network, repair existing assets, extend assets and maintain assets.. Please see attachments for further information
