## Summary

The National Waiting Times Centre Board has initiated an open tender process titled "SBRI-Creating digitally connected communities focusing on avoiding delayed discharges from hospital". This initiative is part of a Small Business Research Initiative (SBRI), aimed at developing innovative solutions to address issues related to delayed hospital discharges. The procurement is categorised under services, and focuses on health-related solutions to improve community resilience. Bids are being accepted from interested parties until 31 January 2020, with the delivery locations spanning NHS Lothian, NHS Fife, NHS Borders, and associated social care authorities in the UK.

This tender represents an excellent opportunity for small and medium-sized enterprises (SMEs) involved in technology and social health to collaborate, particularly those that can form partnerships with third sector providers, including social enterprises. Companies with expertise in community engagement, data management, and innovative health solutions should consider submitting proposals that focus on enhancing volunteering efforts and developing data networks to improve public sector responsiveness. Successful applicants may have the potential to receive up to five project fund allocations in this competitive phase, paving the way for further advancements in subsequent phases of the initiative.

## Notice

This is a Small Business Research Initiative (SBRI) competition funded by The Can Do Fund and hosted by the NHS Scotland South East Region Innovation Test Bed. For Phase 1 of this challenge the focus will be on developing a solution to reduce hospital delayed discharges, seeking innovation solutions to create communities that are more resilient across Scotland, able to better collectively meet the needs of fellow citizens at short notice, with reduced demand for public sector provision, spreading this approach to other government sectors in Phase 2.

### Lot Information

Lot 1

In phase 1 of this competition, we would particularly welcome bids formed of a collaboration between a technology specialists and a third sector provider (including social enterprises). In phase 1, successful applicants will put forward proposals that clearly demonstrate: - A major focus on working with a range of stakeholders to clearly understand the existing constraints to better matching the demand for volunteering support with having a timely response to providing that input, - The development of a proposed solution that will be applicable in both urban and rural settings , and as part of that demonstrate an approach to increase volunteering levels in areas of deprivation, - A proposal that can be expanded to be applicable for addressing a wider range of public sector demand challenges, where community volunteering will deliver benefits to both the public sector and to individual citizens ( both the volunteers and the beneficiaries of their support), - The creation of networks that will both enable the secure and timely transfer of data, combined with timely/real time authentication capability - whilst at the same time enabling greater human to human interaction. - The development of a volunteering value recognition process that is responsive to a range of volunteers needs. It is anticipated that the feasibility study of R&D for each project will last for up to 3 months. We are expecting to fund up to 5 projects in this phase and only applicants who complete phase 1 can proceed to phase 2.. up to 5 applicants will be taken on in this first stage of the SBRI

Options: Additional funding may become available after successful completion of phase 1 and a further application is submitted for phase 2

Renewal: Proceed to Phase 2 of this SBRI
