## Summary

The South East of Scotland Transport Partnership (SEStran) is currently conducting the GO SEStran Forth Freight Study, an open procedure tender aimed at evaluating sustainable freight transport options in the River Forth region. The procurement process falls under the services category and is currently in the active phase, having begun with bid submissions which were due by 21 February 2020. The award period commenced on 24 February 2020, and the total contract value is £150,000. The buyer's office is located in Edinburgh, UK, and they can be contacted via email at reception@sestran.gov.uk or by telephone at +44 1315245150.

This study presents significant opportunities for businesses engaged in transport, logistics, and environmental consultancy. Companies specialising in freight solutions, rail network enhancements, and sustainability assessments are particularly well-suited to participate in the bidding process. As the project aims to improve freight movements and assess rail freight facilities, businesses with relevant expertise in multimodal transportation and infrastructure development could gain from the insights and potential contracts arising from this study.

## Notice

SEStran has received funding from the Transport Scotland Local Rail Development Fund1 and in conjunction with Forth Ports, wishes to undertake a research project to determine the potential cargo flows in/out/within the River Forth region and its associated ports and hubs which could be transferred onto more sustainable transport modes. This study will look to investigate existing freight movements, the barriers faced by multimodal freight terminals when trying to target and encourage customers to make the switch and evaluate the potential environmental benefits of sustainable approaches to freight movements. The study will also assess the feasibility of reinstating/introducing rail freight facilities where appropriate.

### Lot Information

Lot 1

This study will look to investigate existing freight movements, the barriers faced by multimodal freight terminals when trying to target and encourage customers to make the switch and evaluate the potential environmental benefits and commercial viability of sustainable freight/goods movements. Understanding local, regional and national trends in freight flows, distribution channels, last mile logistics, and details of existing rail freight flows, routes and capacity in/out of Scotland and the Forth Estuary region, will assist in establishing future growth potential and building the investment case for rail freight enhancements in this region. The study shall assess current rail freight services and examine opportunities for maximising and improving existing infrastructure at port locations, capacity and the balance of freight / passenger movements. The aim would be to appraise the development of sustainable freight gateways and potential for freight consolidation centres at key locations to maximise the sustainable movement of freight in door-to-door transport chains, with a focus on investigating the increase of rail as a key mode during these movements.. Tenders should note that the contract may be terminated at the completion of any stage subject to a review by Transport Scotland based on the terms set out in the Local Rail Development Fund award.
