Scottish Ministers invited Tenderers to provide an Electronic Counting System for the Scottish Local Government Elections in 2017 and any Local Council By-Election until 2021. The Contractor delivers a complete solution for the required infrastructure and services. The end-to-end solution includes the production of ballot papers and postal voting packs and the process from receipt of ballot boxes to the result being calculated and made available to the Returning Officer to declare. This will require a broad range of technologies and capabilities. The Framework Agreement covers Local Government elections during the period 2017 - 2021. Use of the Framework for by-elections is not mandatory and Local Authorities may choose not to make use of the Framework, where a manual count for a local by-election is the preferred method of delivery, or where they already have alternative arrangements in place.
