### Procurement Information

North Lanarkshire Council (the "Council") is required by Scottish Government, under the Children and Young People (Scotland) Act 2014, to provide a funded placement, of 1140 hours per year, to all eligible 2 year olds and all children aged from 3 to those not yet attending Primary School, effective from 1 August 2020. The Council intend to meet this requirement through in-house service provision combined with external support. To contract external support from 1 August 2020, the Council recently conducted a tender exercise to establish a Flexible Framework for Early Learning and Childcare Services in North Lanarkshire 2020/2023; this was awarded in February 2020. The Council's admissions process has now commenced. However, after assessment of the cumulative capacity of the successful tenderers combined with the Councils own internal capacity, the Council estimate that there will be insufficient capacity to provide funded placements for all anticipated applicants in the Cumbernauld and Wishaw areas in particular. The Council intend to urgently contract with 4 existing providers, who did not participate in the aforementioned tender exercise, but who are already contracted to the Council to provide 1140 hour services until 31st July 2020. These 4 providers have a combined capacity of up to 171 children, and currently have approximately 73 funded children in their ante-pre-school year that are likely to request to return to these providers. By contracting with these additional 4 external providers, it will provide additional capacity for funded placements in the Cumbernauld and Wishaw areas while providing continuity for the 73 existing children likely to request to return. The 4 providers will be contracted for a single academic year only. .
