## Notice

Dumfries and Galloway Council are seeking to appoint Service Providers to provide Reception, Treatment and/or disposal for various waste offtakes from the Council's Waste Service operations across the region.

### Lot Information

Lot 1 - MBT Solid Recovered Fuel (SRF)

SRF is currently the main output from Dumfries and Galloway Council's MBT plant. It consists of fuel produced by shredding and dehydrating Municipal Solid Waste (MSW). The Council will deliver materials to the Service Provider's Nominated Facility for treatment and disposal as detailed in the ITT.

Options: three 12 month contract duration extensions

Renewal: On expiry of this contract, a further three 12 month extensions will be offered

Lot - 3 MBT Glass and Stone

This output from the MBT consists of sub 20mm glass, CSP (ceramics, stones & porcelain) and organic material. It is contaminated with long thin items that can pass through the screen of a trommel such as plastic pens, AA & AAA sized batteries etc. The Council will deliver materials to the Service Provider's Nominated Facility for treatment and disposal as detailed in the ITT.

Options: Three 12 month contract duration extensions

Renewal: On expiry of this contract, a further three 12 month extensions will be offered

Lot 4 - MBT Fines

This output from the MBT is the fine organic material smaller than 8mm The Council will deliver materials to the Service Provider's Nominated Facility for treatment and disposal as detailed in the ITT.

Lot 5 - MBT Dust

This is the material from the dust extraction system of the MBT. The dust is contained in large bags sometimes referred to as "tonne bags" or "elephant bags". The Council will deliver materials to the Service Provider's Nominated Facility for treatment and disposal as detailed in the ITT.

Options: Three 12 month contract duration extensions

Lot 6 - MBT Belt sweepings

This output from the MBT is the overspill from some of the transport belts in the refinements section of the MBT plant. It is predominantly a very dusty material with some RDF/SRF within it. The Council will deliver materials to the Service Provider's Nominated Facility for treatment and disposal as detailed in the ITT.

Lot 7 - MBT Ferrous metal

This is ferrous metal extracted from the mixed waste stream as part of the MBT plant's refinement operation. This material is heavily contaminated with mixed waste. It has been shredded twice by the point of extraction. this Lot must include the provision of skips (40-yard open container roll-on roll-off) and transport to the service providers nominated facility.

Options: Three 12 month contract duration extensions

Lot 8 - MBT Bypass

By-pass material is waste that has been through the initial MBT shredder and the MBT drying process. It has not been through the refinement process that separates the material into its various outputs (i.e. Lots 1-7 above). The Council will deliver materials to the Service Provider's Nominated Facility for treatment and disposal as detailed in the ITT.

Options: Three 12 month contract duration extensions

Renewal: On expiry of this contract, a further three 12 month extensions will be offered.

Lot 9 - Residual Waste - Annandale and Eskdale

The Council gives no guarantee as to the composition of the waste delivered to the Contractor for disposal. However, by Residual Waste we mean the Controlled Waste which is managed by the Council as Municipal Solid Waste (MSW) from either (1) the household and commercial mixed waste collections by the Council's RCV fleet (for example black bag / wheeled bin waste); (2) the small and large non-recyclable waste delivered by residents to the region's Household Waste Recycling Centres (HWRCs). The Council will deliver materials to the Service Provider's Nominated Facility for treatment and disposal as detailed in the ITT.

Options: Three 12 month contract duration extensions

Renewal: On expiry of this contract, a further three 12 month extensions will be offered

Lot 11 - Residual Waste - Stewartry

The Council is seeking to appoint Service Providers who can provide waste reception, treatment and/or disposal for waste materials that are Residual Waste. This waste will be delivered in bulk by walking floor articulated vehicles, directly delivered by RCVs (Refuse Collection Vehicles), caged vehicle, or by roll-on roll-off skip vehicle. The Council gives no guarantee as to the composition of the waste delivered to the Contractor for disposal. Lot 13 - Reception of the Council's collected RCV Waste, and in the Nithsdale Area.

This Lot is seeking suitably qualified Service Providers capable of delivering a service for the reception and bulking of material collected by Dumfries and Galloway Council's collection service as part of Municipal Solid Waste (MSW) household and commercial waste collection services. the Council will deliver the materials to the Service Provider's Nominated Facility, the waste will then be loaded by the Service Provider into the Council's contracted third-party haulier's vehicles

Lot 14 Reception, Treatment and Disposal of Bulky Waste

This Lot is seeking the provision of a suitably permitted or licensed waste reception facility to receive Bulky Waste. The facility must be within 5 miles by road of Dumfries MBT plant. This Lot will be delivered by the Council in either: roll-on roll-off skip vehicles; caged tipper vehicles; or walking floor articulated vehicles.

Options: Three 12 month contract duration extensions

Renewal: On expiry of this contract, a further three 12 month extensions will be offered

Lot 17 Reception, Treatment and Disposal of Commercial Co-mingled Recyclates (Paper & Cardboard; and Metal Cans & Plastic Bottles, Pots, Tubs and Trays)

This Lot is seeking the provision of a suitably permitted or licensed waste reception facility to receive Commercial Co-mingled Recyclable Waste. The facility must be within 5 miles by road of Dumfries MBT plant. Lot 17 will be unsorted for paper and cardboard and for metal cans and plastic bottles, pots, tubs and trays. This Lot 17 will be delivered to the reception facility in a single compartment Council RCV.

Lot 18 Reception, Treatment and Disposal of Plastic Bottles, Pots, Tubs and Trays

This Lot is seeking the provision of a suitably permitted or licensed waste reception facility to receive Plastic Bottles, Pots, Tubs and Trays. The facility must be within 5 miles by road of Dumfries MBT Plant. This Lot 18 will be delivered to the reception facility may be bulk articulated vehicles, rigid body vehicles or direct delivered in skips from HWRCs.

Lot 21 Treatment of Shredded and Non-Shredded Wood

This Lot is seeking the provision of a suitably permitted or licensed waste reception facility to receive Wood Waste. The facility must be within 5 miles of Dumfries MBT plant. This Lot 21 will be delivered by the Council in either: roll-on roll-off skip vehicles; caged tipper vehicles; or walking floor articulated vehicles.

Lot 22 Treatment and disposal of Street Sweepings (grit and fines) - may contain mixed waste

This Lot is seeking the provision of a suitably permitted or licensed waste reception facility to receive Street Sweepings. The facility must be within 5 miles of Dumfries MBT plant. This Lot 22 will be delivered (under Model A) by the Council in either: street sweeper vehicles; chain lift skip vehicles; caged tipper vehicles; or by a third-party haulier.

Lots 2a & 2b - MBT Refuse Derived Fuel (RDF)

Lot 2a - This waste stream is one of the outputs of the MBT plant. This is larger fraction material rejected from the SRF manufacturing process due to weight. This is material that has been through MBT drying process, two shredders, a trommel and an overband magnet. It potentially consists of material input to the MBT that is greater than the specified cut size of the secondary shedder (i.e. 80mm) such as wood, hard plastic, bricks etc. Lot 2b - Dumfries and Galloway Council is considering modifying the MBT to make this fuel type the primary output of the plant and cease production of the SRF (i.e. Lot 1). If this Lot is awarded, then Lot 1 and Lot 2a are redundant and will not be awarded. The quantity of this Lot would be around the total of Lot 1 and Lot 2a combined. The Council will deliver materials to the Service Provider's Nominated Facility for treatment and disposal as detailed in the ITT.

Lots 10a & 10b - Residual Waste - Nithsdale & MBT

Lot 10 - Residual Waste - Nithsdale - The Council is seeking to appoint Service Providers who can provide waste reception, treatment and/or disposal for waste materials that are Residual Waste. This waste will be delivered in bulk by walking floor articulated vehicles, directly delivered by RCVs (Refuse Collection Vehicles), caged vehicle, or by roll-on roll-off skip vehicle. The Council gives no guarantee as to the composition of the waste delivered to the Contractor for disposal. However, by Residual Waste we mean the Controlled Waste which is managed by the Council as Municipal Solid Waste (MSW) from either (1) the household and commercial mixed waste collections by the Council's RCV fleet (for example black bag / wheeled bin waste); (2) the small and large non-recyclable waste delivered by residents to the region's Household Waste Recycling Centres (HWRCs) and (3) waste which has been processed through the Council's MBT (Lots 1-8) which may from time to time required disposal through this contract. The Council will deliver materials to the deal with it as detailed in the ITT. Lot 10b - Residual Waste from MBT - The Council is seeking to appoint Service Providers who can provide waste reception, treatment and/or disposal for waste materials that are Residual Waste. This waste will be delivered in bulk by walking floor articulated vehicles, directly delivered by RCVs (Refuse Collection Vehicles), caged vehicle, or by roll-on roll-off skip vehicle. The Council gives no guarantee as to the composition of the waste delivered to the Contractor for disposal. Lot 15a Reception, Treatment and disposal of Green Waste - This Lot is seeking the provision of a suitably permitted or licensed waste reception facility to receive Green Waste. The facility must be within 5 miles by road of Dumfries MBT plant. This Lot will be delivered by the Council in either: roll-on roll-off skip vehicles; caged tipper vehicles; or walking floor articulated vehicles. Lot 15b Reception, Treatment and disposal of Green Waste - This Lot is seeking the provision of a suitably permitted or licensed waste reception facility to receive Green Waste. The facility must be within 20 miles by road of Corsehill. This Lot will be delivered by the Council in either: roll-on roll-off skip vehicles; caged tipper vehicles; or walking floor articulated vehicles.

Lot 16a Reception and Treatment of Mixed Paper and Cardboard - This Lot is seeking the provision of a suitably permitted or licensed waste reception facility to receive Paper and Cardboard materials. The facility must be within 5 miles by road of the MBT plant. This Lot 16b will be delivered by the Council in either: roll-on roll-off skip vehicles; caged tipper vehicles; or walking floor articulated vehicles. Lot 16b Reception and Treatment of Cardboard - This Lot is seeking the provision of a suitably permitted or licensed waste reception facility to receive Cardboard materials. The facility must be within 5 miles of the MBT plant. This Lot 16b will be delivered by the Council in either: roll-on roll-off skip vehicles; caged tipper vehicles; or walking floor articulated vehicles.

Lots 19a & 19b Reception, Treatment and Disposal of Inert Waste and Rubble

Lot 19a Reception, Treatment and Disposal of Inert Waste and Rubble - This Lot is seeking the provision of a suitably permitted or licensed waste reception facility to receive Inert Waste and Rubble materials. We are seeking one facility within 5 miles by road of Dumfries MBT plant. This Lot 19a will be delivered by the Council in either: roll-on roll-off skip vehicles; caged tipper vehicles. Lot 19b Reception, Treatment and Disposal of Inert Waste and Rubble - This Lot is seeking the provision of a suitably permitted or licensed waste reception facility to receive Inert Waste and Rubble materials. Lot 20a Treatment and disposal of Asbestos - This Lot is seeking the provision of a suitably permitted or licensed waste management company to collect and treat Asbestos Waste stored in chain lift skips from 5 D&G Council Household Waste Recycling Centres (HWRCs) located at: (1) Annan - DG12 5LN, (2) Beattock - DG10 9QU, (3) Sanquhar DG4 6ES (4) Lochar Moss, Dumfries - DG1 3PG and (5) Castle Douglas - DG7 1LH.
