## Summary

The Scottish Government is initiating a procurement process for an IT Delivery Partner for Rural Payments & Services (RP&S) and Legacy Systems. This is part of the planning stage, seeking to modernise and maintain digital services that support agricultural payment systems, which process over £540 million annually for rural communities in Scotland. The relevant documents, including a Request for Information, highlight key opportunities and are due for response by 4 August 2020. The procurement falls under the services category and is informed by the Common Agricultural Policy (CAP) reforms. The location for delivery is primarily in Glasgow, UK.

This tender presents substantial growth opportunities for businesses specialising in IT services, particularly those with expertise in payment systems and legacy system transformation. Companies that can offer innovative digital solutions and strategic support for the agricultural sector will find this procurement particularly relevant. It is essential for potential bidders to demonstrate their capacity to deliver collaborative and modernised services that align with the Scottish Government’s strategic objectives in agriculture and rural economy.

## Notice

The digital services partner(s) will maintain and modernise current ARE payment systems, while they are transformed, or replaced over time to the services that will be required for new forms of support and advice outside of the current Common Agricultural Policy (CAP). However, Scottish Government is also considering the costs, benefits and risks of contracting with the same digital service partner(s) for the piloting and delivery of new capability, recognising that the transition from current operating model to a target operating model will be an iterative process. The platform processes payments of over 540 million GBP annually to customers, to the benefit of Scotland's rural communities and our rural economy. The platform processes 41,800 claims per year for about 20,000 customers and has well over 99% availability to customers 24/7, 365 days a year.
